Provide nav fallback for users w/o JS

So I'm aware that to pull content accross a number of different domains a JS solution is probably best.

Just wondering if there might be a half-way house solution to ensure that non-JS users get at least some navigation.

We're loading data into the container div at the moment, could we maybe replace a simple list of links to the root level pages (projects, tools, events) for those users - this should at least allow people access to the brochure level content that the site contains...
