Make Layro include jQuery using RequireJS

Description
jQuery is necessary for layro to work. We should have a better way to include it than a `` tag, though. Right now, we get it from the jQuery CDN, which is good, but what would be better is if we could get it from the jQuery CDN using RequireJS.
