Description
Hi, I need your help.
Is this a new desigh or a bug? The toolbar is on the header, but I can't change it to normal.
Changing the theme or using '-T' don't work.
Looking forword to your reply.

Research direction
Start by reproducing the toolbar placement in the 360 browser, both with the theme changed and with the -T option. No source file or test is named; done means identifying why the toolbar remains in the header and confirming that it can return to the normal placement.
