Build-in Browser Terminal Doesn't Work

### Steps to Reproduce:
1) Start juypter-notebook server
2) Access jupyter-notebook in a browser
3) Start via New > Terminal a new terminal tab
4) Open new tab

### Expected Results:
The build-in terminal should work properly

The issue names no source files or tests. First reproduce the failure by starting the Jupyter Notebook server and opening New > Terminal in a browser on the reported setup; done means the terminal tab renders and is usable without server errors.
