Description

### Brief Description:
After starting the server, accessing it via Chrome browser and opening a new terminal tab, the window is empty and no terminal is available. No errors are shown in server logs.

### Installation Details:
- Ubuntu 22.04 LTS (Jammy Jellyfish)
- Raspberry Pi 4B (8GB)
- IPython 7.31.1

### Steps to Reproduce:
1) Start juypter-notebook server
2) Access jupyter-notebook in a browser
3) Start via New > Terminal a new terminal tab
4) Open new tab

### Expected Results:
The build-in terminal should work properly
