How to close the download button in jupyter notebook?

Hi, the jupyter notebook have a download button when i choose a file in notebook.
But sometimes we dont want the user download any files in the notebook.Because it may have some sensitive data.
So is there any config to close download button or any other function to forbiden user down any things from the notebook?
