[Bug?] Wrong page opened when starting notebook

when I start notebook through anaconda and any other means*, the page
"file:///C:/Users/.../AppData/Roaming/jupyter/runtime/nbserver-10416-open.html"
is loaed instead of
"http://localhost:8888/tree"

I mainly open it from conda, but the debug command of notebook does the same.
I tried installing notebook 5.7.4 but the same error happened making me think it might be registry-based or such.
