Research direction

The report names no source files, tests, or entry points. Start by reproducing the missing New-tab kernels on Windows with Jupyter Notebook 5.6.0 and Python 3.7.0, then inspect the server's kernel availability and capture the relevant error; done means the affected kernel appears and starts successfully.
