Research direction
Start by reproducing the issue in Jupyter Notebook on the stated Windows, Chrome, Anaconda, and Python environment: run an input() cell, execute it again without entering input, and observe the input box and execution state. Done means repeated execution keeps the input control usable and does not leave the program stuck.
