Jupyter Notebook doesn't launch

Hello,

I am running the following command:

`jupyter notebook`

Nothing happens in the command window.

If I type:

`jupyter-notebook.exe`

The server will launch.

Why is the jupyter notebook command not work? Did it change at v1.0.0? If not, how do you install nbextensions as well?
