Jupyterhub spawning giving "No module named Tornado" error

Description
I'm running Jupyterhub on Linux Ubuntu Remote Server. Opened a local web browser to the server address, trying to log in onto Jupyterhub. The web browswer gives "500 - Internal Server Error". The Remote Server terminal gives "No module named Tornado" error. But I do have Tornado installed in site-package dir. What's the root cause?
