Distinguish Between Administrative Powers (instructor/graders)

Description
At the moment, both an instructor and their graders have the same administrative powers when grading. As far as the average assignment goes, this is probably fine, however it would might be preferable if an instructor could block their graders from altering certain assignment (e.g. tests). As far as I'm aware, if a grader were inclined to artificially boost the test grades of a particular student, there wouldn't be anything to stop them.
