Russian (UTF-8) locale issue

My problem is that `vim-plug` isn't handling some locale issues - shows me unreadable output after installing/updating/cleaning a plugin, and I can't even configure it to solve them (for example - if that's a problem of git - how can I change git configuration with envs, if vim-plug just simply doesn't provide that kind of API).

Maybe it's Neovim's problem, but I don't quiet know, so I'm posting it here.

I think this is caused especially by "git", but, as I said, how can I configure it?
Btw, locale configs you can see by yourself at the right side of the screenshot.

P.S. If that's not vim-plug problem, let me know, I will go into NeoVim repo.

Any suggestions to how solve the problem will be really welcomed.
