License the benchmark instance (.mps) files CC BY?

We, at [Open Energy Benchmark](https://openenergybenchmark.org/), are considering licensing all our benchmark instance files as CC BY 4.0 in order to encourage people to use our problem set in an open way: https://github.com/open-energy-transition/solver-benchmark/issues/294#issuecomment-3224069231

As you know, we also include your benchmark instances on our platform. We would like to request that you also add this license to the (.mps) files under [`instances/`](https://github.com/jump-dev/open-energy-modeling-benchmarks/tree/main/instances) -- I know the code to produce the instances is MIT licensed, but it would be nice to also have an open license on the instance files (and have a uniform license for all instances on Open Energy Benchmark). Thank you in advance for your consideration.

Review the request and the linked Open Energy Benchmark discussion, then inspect the .mps files under instances/. Confirm whether the project will apply CC BY 4.0 to those benchmark instances; done means the licensing decision is recorded and the instances have the requested license treatment if approved.
