Description
Brought up during #30: cuOpt lets the user retrieve a dual solution but this is not currently exposed in the MOI wrapper.
Note: upstream issue regarding QP duals: https://github.com/NVIDIA/cuopt/issues/1119
I'm happy to implement this and PR, I can hold off until that upstream issue gets fixed.
