Description
For SOS constraints on varieties, it would be faster in some case to use the sampling method of:
["Sampling algebraic varieties for sum of squares programs" by D Cifuentes, P A Parrilo](http://arxiv.org/abs/1511.06751).
We should implement it in this package and add it as an option.
