Revive and Update the "read the docs" Builds for python-mysql-replication

I've noticed that python-mysql-replication's documentation build on "Read the Docs" hasn't been updated nor built for several years. Given the changes and improvements and modification that have been made to the project and the documentation since then, there's a pressing need to refresh our Read the Docs.

The issue names no files, tests, or build entry points. Start by locating the project's current documentation and Read the Docs configuration, then compare them with the present documentation layout; done means the updated documentation builds successfully and reflects the current project.
