Research direction

Start by locating the existing SPIFFEID-to-HTTP-route authorization logic and reviewing Envoy's envoy.service.auth.v3.Authorization/Check contract. The work is done when that logic can be reused through a working ExtAuthz gRPC endpoint for Envoy; the issue names no files or tests to run.
