Description
Is it possible to get a declaration substructure (i.e. parameters for a function) and it's usr with a single request without having to call Structure and Index separately? I've been playing with all the requests but haven't been able to do it. Thank you.

Start by tracing SourceKitten's Structure and Index request entry points and checking how declaration substructure and usr are returned. Determine whether a single request can provide both values, then document the supported behavior or define the required change and its coverage.
