Description
When setting manually and saving in the local database a player from the Kyoto Prefecture (Japan), they then load back up as a resident of the Kagawa prefecture. This is likely related to the reformatting of state names feature introduced a few updates back.

Research direction
Reproduce the issue by manually setting a Japanese player to Kyoto Prefecture, saving to the local database, and loading the player again. Start by tracing the state-name reformatting feature mentioned in the report; done means Kyoto remains Kyoto rather than changing to Kagawa after persistence.
