Support typographic rules for other languages ?

Hello!

This project is exactly what I was looking for except that it's applying correct typographic rules for English, and I'm looking for the same in French.

Would you be open to adding support for French, or for enough flexibility in options so that one could use French rules ?

Here would be, I think, what would be needed:

- The symbols `!`, `?`, and `;` must be preceded by a single non-breaking thin space (espace fine insécable).
- The symbol `:` must be preceded by a non-breaking space (espace insécable).
- Double quotes marks (`""`) should be replaced with French angle quotes (`« »`) with non-breaking thin spaces inside (and normal spaces outside)

Also, I think this one could make sense in English too:
- Apostrophes (`'`) are replaced with curly apostrophes (`’`) (and must not be followed by a space).
