add update key/id logic as default

ideally the update/match Id logic when switching from old to new should be given as a default configuration, and extensible.

like specifying if the activity has a key,

if so, give a default policy for every flow, and ability to instead customize it

like `KeyPolicy.Legacy` and `KeyPolicy.New`
