Shift image by phase or pixels?

No problem

**Describe the solution you'd like**
Some type of feature or function that can shift an image horizontally or vertically by a percentage, pixel amount, or phase (90 degrees, 180 degrees etc).

**Describe alternatives you've considered**
Manually cutting the image and shifting it, which is super slow.
