Generate polar files from the data in the certificates

Hi, I added a python script that generates a pol file from the data in the certificate and adds a download link to the boat page. Are you interested in including that?
Please have a look at the branch "feature/generate-polar-files" in my fork and tell me if you want to include that in the main project.
