User could not drag an activity into the JIG panel - dragged, but would not 'stick' in the panel (desktop)

Description
Anat was training with Special Ed schools edtech team.
They couldn't drag activities to the Jig. Dragged but it would not 'stick'!
Used google chrome
Were signed up
Any ideas why?
Could only create on ipad but NOT on computer
