Counts on Home page and Content page should correspond and make sense

I am joining tickets #3548, #3550 and #3679 into one ticket so that it can be fixed, once and for all:

• Home page - Change text "Make learning awesome with 14,361 JIGs" to: 14,352 ways to make learning awesome!

• Home page - make sure that the number shown must correspond with the total number of jigs, resources and courses shown on the Content page, which only counts the public content, not unlisted or blocked.

• Content page - Change 'So many great JIGs and resources to sift through...' to
  'Sifting through our overstocked library...' (So that there is less repetition of the list of JIGs, resources and courses.)

• Please check the numbers - If I go in incognito, not logged in, Home page says 14,466 JIGs and Content page says "14163 JIGs, 86 Resources and 18 Courses" (Total is 14267)
  If I go in logged in as Corinne, Home page says 14,466 JIGs, but Content page says "19505 JIGs, 87 Resources and 20 Courses" (Total is 19612!)

• When I am logged in as Corinne, I am also seeing items published as PRIVATE being listed in the content. (see #3679 for examples)
