Draft labels should only appear if something has been changed

Description
At the moment, if you go into a JIG that has been published just to play/preview it, the DRAFT label appears. If nothing has been changed in the JIG, then the DRAFT label should not appear again.
This may be solved by adding in the kebab options as in #2483, as there will no longer be the need to preview from within the edit.
