Jiggling text for Search jiggling on results page

Description
In the search panel on the content page, there is a Jiggling that says 'Here to help', but when you click on it, nothing happens.
- @ChaykeeMor Need text that will appear, directing people on how to refine their search.
- Need to program that the text appears in the same style as everywhere else.
- If not done before MVP, then hide the Jiggling.
