Search: make the language choice clearer

Description
In usability, users did not understand that the language in the search referred to the language of instruction.
Suggest:
- Leave 'All languages' as default.
- Add the word 'instructions' to each language item, so eg English instructions
- Add in an option 'Non-verbal instructions', which will match with the extra option 'Non-verbal', which we want to add to the publish language list.
