Uploading backgrounds seems to degrade quality

Description
Chaykee tried to upload a background, and is complaining about the resulting quality. She said: "I went with the dimensions Jess told me: 1920x1080 tried 72/150/300 ppi — no difference. Also tried 4096x2304 which is the same ratio but larger"
This is the quality of the uploaded image - look at the pixelated logo on top right.
