Refresh time remains on old value, inspite of stopping and starting

Hi,

when I stop and start the refresh with the icon, a new time will be reported with mouse hover, but the refresh takes place to the former time.

Reproduce the issue by stopping and starting refresh with the icon, then compare the interval shown on mouse hover with the interval actually used. Trace the refresh state and timer handling from the extension entry point; done means restarting refresh applies the newly selected time rather than the former interval.
