RN Debugger Installs On Windows 10 Pro But Does Not Open

I installed v0.13.0 to my computer and it shows it installs. I see the exe in my AppData folder but I get an error message saying this:

So I tried to use the setup.exe from the releases page artifacts and it will install and show it in my Taskbar, if I hover over it I can see the screen. When I click it, it does not open. I see a brief flicker of the frame of RN Debugger like it is hiding on my monitor. Can you help me get this to be visible or tell me what I can do with the windows 64 version to make it work?
