Is your feature request related to a problem? Please describe.

In Draw IO in Confluence, the Tags toolbar icon vanishes when the diagram is expanded (Fullscreen mode).

Steps to reproduce:

  1. Create a sample diagram on a Confluence page
  2. Enable Lightbox option in the settings so that the Tag button appears on the menu:

Research direction

Reproduce the issue in a Confluence diagram with Lightbox enabled, then compare the normal and Fullscreen toolbar states to locate where the Tag button is omitted. Done means the Tag button appears in the Fullscreen bottom panel and performs the same action as it does outside Fullscreen mode.
