Encoding problems with swedish letters 'å', 'ä' and 'ö'

Description
If you create a account with the Swedish letters 'å', 'ä' and 'ö' it will show up as '�' character, both in the wiki and in the git log. It's problem with the Latin1 <--> UTF-8 encoding according to [information I found on KTH's webpage](https://www.kth.se/en/csc/it-support-csc/environment/linux/instructions/encoding-1.71788).
