**Enhancement Description**
See: https://datatracker.ietf.org/doc/html/rfc9218
There is a new RFC for Extensible Prioritization that can apply to HTTP/2 and HTTP/3.
This is a replacement for the old [RFC 7540](https://datatracker.ietf.org/doc/html/rfc7540) stream priority system.

Research direction
Start by reading RFC 9218 and comparing its requirements with Jetty 10+'s HTTP/2 and HTTP/3 prioritization behavior. Identify the relevant protocol entry points and existing RFC 7540 priority handling, then verify that both HTTP/2 and HTTP/3 support the extensible prioritization scheme described by the RFC.
