Attachments and Comments not working

I downloaded this and built it and it seems to work in general, but comments and attachments do not work.

In both cases, the first will work - if there are more than 1 in their respective lists. But it errors out with:

System.ArgumentException: 'Object of type 'Microsoft.VisualStudio.Services.WebApi.IdentityRef' cannot be converted to type 'System.String'.'

The rest of the upload fails, but if you go to Devops and look, the item is there, but only the first attachment or quote is there, not the second.
