Description

When org scanning determines that a repo (multibranch pipeline) does not have active branches, that repo/folder is disabled.

This prevents manually kicking off a repo scan.

As a result, if a hook failed to deliver, or the org folder uses periodic scans only, this requires a full org re-scan rather than just the repo, after an eligible branch or PR has been created.
