[JENKINS-65234] Weather status does not update when builds in branches have failed

We get build that fail for one reason or the other. On the branch overview, the weather icon changes status, however the weather icon on the application overview is still a full sun.

The below images are taken from a newly updated Jenkins (2.285), but the error appears prior to the image-updates.

• environment: Jenkins 2.274'ish and newer. Around the time that the UI got a facelift.
