[JENKINS-39781] Can't remove old branch builds in multibranch pipeline

Tried using Orphaned Item Strategy on Multibranch pipeline with days to keep old builds set to 2 and max # of builds set to 0 but for some reason i still see old stale branches with failed builds from day's ago.
