[JENKINS-37869] Pipeline "mail" step should have flags for common notification recipients

i.e., culprits, developers, etc. emailext requires a node context (so that it can do stuff with attachments etc) so I'd prefer to add some functionality to mail rather than have to use emailext everywhere...
