[JENKINS-52671] Possibility to dynamically update pipeline configuration in the pipeline runtime

It would be nice if i can update configuration of pipeline from file, for example when jenkins or build machine does not have access to the internet, but repo can be uploaded to jenkins or build-machine from shared folder. That will allow to store jenkinsfiles in repo not in job directly. If there are workaround to achieve such functionality please tell.
