[JENKINS-16020] Changelog no longer lists summaries.

The changelog does not seem to list the summaries anymore. It is just a link to the details which then has the summaries and the changeset as seen in the attachment.

I've also included the corresponding changelog.xml from the Dec 3 build in the image.
