[JENKINS-5529] Subversion Repository URL not validated

When an admin user creates a new job, the Subversion Repository URL will be validated when he leaves that field. If the given URL does not exist an "Unable to access .." error is shown.

But when a non-admin user does the same, the validation is skipped.
