[JENKINS-20173] Add description field to the configuration of the SVN "list tags" parameter

There is no description field available when configuring the List Subversion tags (and more) parameter. When using multiple parameters in a parametrized build it would be helpful to add some description, e.g. to describe how the parameter value is used.
