[JENKINS-17979] checkout from/via Eclipse Projectsets (PSF)

Being able to configure the scm repositories and projects to poll and checkout via Eclipse Project set files.

The adavanatge is less need to mainatin the jenkins job itself because there only the builds project repo has to get checked out to get acess to the scm config (psf file)

This feature is already available for cvs but is missing for svn
