[JENKINS-11634] The builds that are marked 'Keep this build forever' by the 'Release Plugin' cannot be deleted or marked no longer to be 'keep this build forever'.

When a build is run using the 'Release Plugin' a build will be marked as 'Keep this build forever'. But when the build needs to be cleaned up (eg. when a set of test-releases have been done) the build cannot be deleted. Nor can the 'Keep this build forever' flag be removed.
