[JENKINS-44458] hpi:run goes through the setup wizard by default

When running hpi:run with Jenkins >= 2.0 the wizard is run by default and security is also enabled by default. This may not be desired workflow in many situations, so the goal of this ticket is to make the opposite (skipping the setup wizard) the default.
