[JENKINS-15323] Allow user to define X and Y axis

It would be great if the plot plugin accepted both axis if fed a file, not force the X axis as builds. I would like to produce reports form a file where I provide both data points and the plugin just produces the chart of my choice. Kind of like you could do with Excel.
