Smart cloud selector

The plugin is great, thanks for it! We are however facing some issues when one of the multiple clouds is having a lot of problems temporarily. The plugin seems to always allocate resources in pretty static order and if the "first" cloud fails for some reason, it does not move on to the second cloud, even though it would be up and running. It would be great if the scheduler would have more flexibility, so that it would e.g. pick the cloud randomly or go through the other clouds, if one fails.

Does it seem like a reasonable wish?
