Make image selection dynamic

Most clouds rotate through "recommended images". They often have a way to find the recommended images user properties. Update the jenkins plugin to take either (image) properties to filter on or allow people to provide an image name/uuid.

For example some image may use `latest_rhel=true` as a property; it'd be nice to allow for a dropdown, or some other input mechanism to allow to match against that.
