### What Operating System are you using (both controller, and any agents involved in the problem)?

### Reproduction steps

1. Change Issuer in Security page (formatted as "XXXX Jenkins")
2. Go to MFA sign up page, scan QR Code
3. See the issuer did not change from the default "Jenkins"
4. Restart Jenkins
5. Try again to scan QR Code
6. Issuer still did not change from the default "Jenkins"

### Expected Results

The issuer should have changed to the one that was defined under the Open MFA settings on the security page.

### Actual Results

The issuer stayed as "Jenkins" instead of the configured "XXXXXX Jenkins"

Decoding the QR Code shows the &issuer=Jenkins string.
